Summary:

We are seeking an experienced Senior Program Manager to lead an international infectious disease surveillance and biomedical research support program across the U.S. Africa Command (AFRICOM) Area of Responsibility. This individual will oversee scientific, technical, operational, financial, regulatory, and administrative activities supporting disease surveillance, outbreak response, and research initiatives in partnership with the Walter Reed Army Institute of Research (WRAIR)-Africa.

The Senior Program Manager serves as the primary interface with Government leadership and is responsible for ensuring successful execution of a complex multinational program supporting infectious disease surveillance, human subjects research, laboratory operations, and international partnerships.

Responsibilities

Essential Job Functions:
β€’ Lead overall execution of a large international infectious disease surveillance and research support program.
β€’ Provide management and oversight of Country Program Managers and multidisciplinary teams across multiple African countries.
β€’ Manage program cost, schedule, staffing, quality, and performance.
β€’ Coordinate surveillance and biomedical research activities with Government personnel, Ministries of Health, Ministries of Defense, military medical organizations, universities, and research institutions.
β€’ Support development and execution of infectious disease surveillance programs involving antimicrobial resistance, respiratory infections, vector-borne diseases, wastewater-based bio surveillance, and emerging infectious diseases.
β€’ Ensure compliance with DoD, DHA, WRAIR, FDA, Good Clinical Practice (GCP), Human Subjects Protection, Institutional Review Board (IRB), biosafety, and applicable host nation regulations.
β€’ Oversee protocol implementation, regulatory submissions, surveillance reporting, staffing plans, risk management, logistics coordination, and quality assurance.
β€’ Support proposal development, grant submissions, research planning, and operational expansion into new countries.
β€’ Provide executive-level briefings, monthly status reports, financial oversight, and performance reporting.
β€’ Coordinate surge staffing and outbreak response activities as mission requirements evolve.

Qualifications

Necessary Skills and Knowledge:
β€’ Strong written and verbal communication skills with the ability to engage senior Government leadership.

Minimum Qualifications:
β€’ Bachelor's degree in Public Health, Biological Sciences, Life Sciences, Healthcare Administration, Program Management, or a related field.
β€’ Minimum five (5) years of experience managing Department of Defense, federal healthcare, biomedical research, or infectious disease surveillance programs.
β€’ Experience leading multidisciplinary teams supporting international or geographically dispersed operations.
β€’ Experience managing complex programs involving scientific research, laboratory operations, surveillance activities, or clinical research.
β€’ Demonstrated experience managing budgets, staffing, project schedules, and contract performance.
β€’ Must successfully complete a Tier 1 National Agency Check with Inquiries (NACI) (or applicable host-nation equivalent) as part of the onboarding process.
β€’ This position supports operations throughout East and Sub-Saharan Africa. Frequent travel within the AFRICOM Area of Responsibility should be expected. The successful candidate must be comfortable working in multinational, multicultural, and occasionally austere environments.
β€’ Travel: Frequent international travel throughout the AFRICOM Area of Responsibility (Kenya, Uganda, Tanzania, Nigeria, Somalia, Ethiopia, Democratic Republic of Congo, and other locations as required)

β€’ Henry M. Jackson Foundation (HJF/HJFMRI)
β€’ Global Emerging Infections Surveillance (GEIS)
β€’ Defense Health Agency (DHA)
β€’ S. Army Medical Research and Development Command (USAMRDC)
β€’ International infectious disease surveillance
β€’ Human subjects research
β€’ Clinical research operations
β€’ Africa-based biomedical research programs
β€’ Experience working with organizations such as Kenya Medical Research Institute (KEMRI), Makerere University Walter Reed Project (MUWRP), Sokoine University of Agriculture, Ministries of Health, or Ministries of Defense is highly desirable.
